So do we know who was the originator of the "local contractor burying illegals to avoid paying them" story? Or will dozens of folks try to lay claim to this great achievement?

Oh, and he isn't necessarily burying them. It can be any method of disposal. The original was disposal of the bodies in and around Lake Royal. The contractor doesn't have a regular MO, which is why it is hard to catch him.
