Fairfax County has ONE route number: 286. 289 is Franconia-Springfield Parkway, a spur off of the Fairfax County Parkway. Both of those roads were previously numbered 7100 and 7900, but those numbers are no longer used (though some signs still list them as the old route numbers).
The reason for the changes? In VA, any state route numbered under 600 is designated as a "primary" route which means it gets a higher level of state funding. Fairfax County Parkway and Franconia-Springfield Parkway were both changed to primary routes a year or two ago, resulting in the need to change the numbers.
