School Employees Charged

After a joint investigation by Financial Crimes Unit detectives and Fairfax County Public School (FCPS) human resources, two school employees were each charged with embezzlement and money laundering.
Police identified the arrestees as Sonya Swansbrough, 46, of Woodbridge, principal at Poe Middle School, and Bethany Speed, 38, of Burke, an administrative employee at Jeb Stuart High School. Police began an investigation after being contacted by FCPS in late September 2013. The allegations involved falsifying timesheets for personal financial gain. An investigation determined that these incidents began as early as May 2010 and officials believe over $100,000 may have been embezzled.
Police also charged a third individual, Brenton Rusnak, 20, of Radford with receiving stolen property in connection to this case. Rusnak is Swansbrough's son. The investigation is ongoing.

The principal of an Annandale, Va. middle school and an administrative employee of a Falls Church, Va. high school are accused of embezzling thousands of dollars from Fairfax County Public Schools.

Sonya Swansbrough, 46, principal at Poe Middle School and Bethany Speed, 38, administrative employee at Jeb Stuart High School are accused of falsifying timesheets for personal financial gain, according to Fairfax County Police.

An investigation indicated the crimes may have begun as early as May 2010, and officers say more than $100,000 may have been embezzled by the women.

Swansbrough's 20-year-old son, Brenton Rusnak, is facing charged of receiving stolen property in connection with the case.

Speed submitted timesheets with false overtime. Swansbrough signed them. Speed kicked back a percentage of the difference. That could explain the timesheet bit, but not the receipt of stolen property. Speed worked in purchasing at Poe, so she purchased merchandise under authorization from Swansbrough that got directed at Swansbrough's son.

But given the choice to resign or be fired thats what FX does as well the Feds. If they resign they keep what they have in the retirement system and they can get a penison for years of service at age 65,or take a lousy early retirement if their years and age add up. If they are fired all contributions are returned ..zip zero retirement. Now theres going to be a time period for the charges to be proved so shes on Admin leave. Then a decision will be made if theres evidence enough shes guilty or found so in court


What a way to go with a good 90 K retirement waiting...

There is no overtime pay for FCPS salary employees. Additional income comes from reimbursement time sheets accounting for extra travel time or supplies bought. There is also a school credit card for each school. These are speculations on my part.

My guess is there are others involved also, possibly co-conspirators/snitches who blew the whistle after getting tagged.

Another possibility is the two thieving twats put in large orders for laptops or other highly liquid items and listed the recipients as some unwitting co-worker.

The blonde then had her son resell them or kept for personal use.

All schools are audited each year. It is sometime hard to catch at first but people get sloppy after they start to feel comfortable with the crime. FCPS had a summer school worker bee who was in charge of taking in summer school money pocket most of the cash that came in. This went on for a while before someone figured it out. She resigned and FCPS just swept it under the carpet. Heck look at the PTA president from Navy Elem who was thought to have stolen almost a couple of hundred thousand from the Navy community. If you want to worry about something think about the gate money collected in sports. Thousands being counted by parents, students, staff and volunteers, where is the accountability.

Warren Buffett's executive secretary, who's been with him for 20 years on top of everything else that involves, isn't even in the same universe as being any kind of valid comparison to an "Admin Assistant III" at some nothing Fairfax County school. lol

If you incentivized and paid teachers the higher market salary equivalent to the background, education, and training required for other careers, the state and county governments could not afford to exist. Teachers subsidize public education budgets. Meanwhile, non-teacher county employees and management are paid salaries approaching the private sector equivalent.

Those that despise the fixed-step, non-motivating pay structure are not prepared to pay the higher salaries that would retain and incentivize the best of the best teachers.

PUT UP or SHUT UP. When it comes to teacher pay, the citizens are willing to SHUT UP about the compensation but WHINE AND CRY about their little spoiled brat not making straight A's.

What Warren Buffett wrote above is so true.

I have worked in the private sector for over 25 years. The over-inflated salaries for do-nothing, paper-pushing work is mind-boggling.

Employees with long tenures are accustomed to 10% annual increases and before you know it, everybody is making over $100K and the executives require a multiple of this average. This is why jobs are outsourced to India, China, etc.

I would rather pay 25 Americans a salary of $50-$75,000.

Instead, the current model in the U.S. is to pay 3 Americans $200K+, 7 Americans $100K, and 20 outsourced foreigners $15-20,000 each.

LOL! Are you implying that fixed step pay keep teachers salaries DOWN?

If what you say is true then the teachers own unions are doing a huge disservice to the profession by negotiating for those benefits and increases. Think about this, the private sector counterparts for public school teachers are private school teachers. Generally when a public school teachers leaves the public school system for a teaching job at a private school he/she is going to receive LESS pay.

In REALITY the exact opposite would happen. If teachers were paid what market forces dictate their wages would most likely DECREASE saving school systems money.

I have been trying to get on as an admin assstant for FCPS (and the County of Faifax proper) for YEARS and not ONCE even got a call for an interview- too bad my 7 years of private sector executive level admin assisting for fortune 500 companies is not good enough...

.... since I'm not fucking/living with someone already employed by FCPS to even get an interview for an Admin level I! ;)

Oh well glad I moved on to a different field and stayed in the private sector!

With most cases of really bad misconduct yes the County and schools gives a choice of resign or be fired. With criminal acts if its a misdemenor they might let them resign if they cooperate. with a felony they are fired. Years ago Officer Hall of the West Springfield Station went to prison for many years for on duty bank robberies, and his wife got his pension, Thats becaue he was a police officer. He needed 20 years for a basic pension he had about 23 and they can retire at any age. With the regular county and schools no police fire or sheriffs, its age 50, new employees just hired age 55. But you would have to have 30 years to go out at 50 so they will both be fired no pension gratis if their convicted of a felony. As there not 50 it appears and they would have to have 30 years at that The magic number is 80 years of service and age for a regular pension or 75 years of service and age for a greatly reduced early retirement.

If a person makes their time and age to get a pension then they will get it even if fired with a felony.

Very sad case a horror story really.

You seem to have missed the point of what he was saying.

It wasn't about the unions, rather the claim that they'd be paid so much more on the 'outside.' The union comment was just to demonstrate how the union doing such things would run counter to their own interests if what you'd said was the case.

Principals never go to work never fill out leave slips - mine was out for over a month and our superintendent had no idea...she was collecting pay and not working isn't that fraud?

I know of several schools where the principal is a no show on a regular basis if a teacher did this they we would be fired it must be good to get paid 127, 000.00 and not have to be accountable for your time.....

Name these principals and schools and when you allege they are not working.

Many principal's are not in schools because they, as part of their job responsibilities, are engaged in meetings and activities at other schools or County offices.

there is something really wrong with the system if they can steal 100k. I know its not much as part of the leviathan that is the FFX county school budget but if a principal is doing it you can be sure lots of other more likely suspects are hard at work defrauding the county.

Im a big fan of our school system but this is a real kick in the teeth to those of us that defend the expense of our top notch schools...

Hmmm. this sounds like someone blowing smoke--where are they, exactly, when they're not at the schools their supposed to supervise? why are they at other schools during school hours? who's supervising the schools where they are supposed to be? if they aren't needed to supervise the schools, then why are we paying them more than any other employee in the system? These aren't "CEO"s they're the head babysitters. if they were CEO's they'd actually be accountable like real CEO's to shareholders and Boards of Directors

Looks like she was paying her son for work when really he was in college. That's where the falsified time sheets come in. At age 19 he was able to start a clothing company. Guess we now know where the seed money came from. And the admin asst declared bankruptcy recently.

No shit? ALL special interests are big contributors to politicians. The entire political system in the corrupt fucking country is based on "pay to play". What a revelation!

If the NEA and "teacher unions" are big contributors, they sure aren't getting much bang for their buck. Teachers have been going for years without a raise. I don't believe they are "big" contributors anyway. The very modest and voluntary "dues" they collect don't add up to huge sums, at least not compared to many other special interest groups.

Would the supervisor necessarily know if a "phantom employee" is on the books? I mean clearly he/she would know if the employee was scheduled to work and whether or not the employee had shown up to work. But if the employee was simply being mailed a check, not coming to work - would the supervisor even know that?

It does boggle my mind that this was (apparently) a paycheck sort of scenario.

If she did this - and she has not been found guilty so she is still innocent. But if this all is true, I think that it was just easy money in her view - it was there for the taking and that's what she did.

Well, $100,000 is what they know about so far---the articles say the investigation is still ongoing, so I wouldn't be surprised if they uncover more missing funds or more people involved in this scheme

FCPS Middle School After-School Program Awarded VDOE Grant

The Fairfax County Public Schools (FCPS)-Fairfax County Middle School After-School program has been awarded a Title IV, Part B, 21st Century Community Learning Centers (CCLC) grant from the Virginia Department of Education. This is a three-year grant with annual continuation awards of $199,758 which will support expanded after-school activities, parent engagement opportunities, and summer school programming at Holmes Middle School and Poe Middle School. This is the second three-year 21st CCLC grant received by these two schools.

The grant builds upon the school-county partnership that provides after-school activities in all middle schools by leveraging additional resources to support an expanded partnership base, increased parent and family involvement, and a summer program at both Holmes and Poe Middle Schools. Classroom teachers and a diverse group of ten community partners will provide a broad and deep spectrum of high quality supports and services to students at the two schools during the after-school hours. The community partners will also work to involve parents in their children’s learning and help to integrate the parents into the school environment. The summer program will provide students at Holmes and Poe with additional academic support and enrichment with a focus on STEM (science, technology, engineering, and math) learning, life skills, youth development, and sports programs.

This blended set of high quality programs is designed to improve the academic, social, emotional, and physical well-being of youth; support families and encourage their involvement in their children’s learning; support the educational needs of parents and improve their workforce preparedness skills; and meet the community’s need for a safe environment for youth during the after-school hours and in the summer.

O.k. If that's the case then it's roughly 40% of Poe's grant money (roughly 120K give or take, or 40K X 3 years) that might be at issue here.

John Chapman was the After School Specialist before Amanda Sperling. John had at least three Poe staff, Flo, Raynard and someone else (forgot name) who were paid overtime at the rate of $40/hour for work which they did not do.

John Chapman was also observed to do much of nothing himself, except play basketball and football with the kids.

Poe is one institution of cover ups for personal gain lead by Swansbrough, it appears. I certainly hope FCPS leadership does a clean sweep of this building and rebuilds with a solid leadership team.

^^And none of the above people have been charged with any sort of crime, either. Rattling off those names is stupid. Even if those people do work at that school it doesn't mean that they were involved in any sort of theft. In fact, even the people who have actually been arrested are innocent until proven guilty.
