Unmarked Cars on side of FFX County Pkwy

Anyone notice the cars (with one small flashing light on the top that is not on) just sitting there and observing traffic? They are usually sitting there on the Kingstowne side of 95 on both sides of the Parkway. Anyone know what they are doing or what they are for? Thanks for the info.

I saw them too, on 7900 near Backlick, give or take. They had a sign hanging off the side that said "traffic survey" or something similar. Perhaps they're doing a traffic study to justify new roads or something. With the BRAC realignment coming, there's going to be a whole lot more congestion. The county needs more roads to handle the influx.

That's my best guess.
