I was driving west on the inner loop of 495-S this afternoon between Arlington and Annandale around 3:45pm-4:00pm. It was around where 495 splits off from I-95 to go north. There was a black or dark blue helicopter hovering about 50 feet above the roadway. It looked like there was a man hanging out the side with some sort of device. I couldn't get a good look at what he was doing or the markings on the helicopter because I didn't want to get in a wreck.

Does anyone know what they were doing? It seemed way too low for a traffic 'copter, and there was no accident, so I figure it was observing the cars. I'm hoping it wasn't some sort of speed trap. I was going with traffic, but traffic was going about 70mph in a 55mph zone.

If it was a speed trap, and they're taking pictures of license plates, then the police just made their quota in only a few minutes.

It could be. I didn't get a good enough look at it due to the speed of the traffic. I just know it was black or dark blue, and didn't look like a military helicopter. The man hanging out the window didn't seem to be in a uniform. He definitely wasn't in a military uniform. The helicopter was hovering perfectly still, and was only about 50 feet above the right-most lane.

What agencies around here use Airwolfs?

The innerloop between Alexandria and the Springfield interchange is technically I-95 S / I-495 W.

A local helicopter pilot has been pretending to hire illegal immigrants to launch weather balloons, but once he gets them in the air, he pushes them to their death in the dense wooded patches around the beltway only to return at night and bury their bodies.

Saw one as well about 6:00pm same area, from the Metro tracks. It wasn't black, it was blue and white. I could see it hovering just past the houses on Deer Ridge Trail, about 150 feet up. It might have been over Franconia Park.

Anyway I didn't see anyone hanging out of it. Last time I saw one flying that low around here they were doing powerline inspections. They were probably doing that or something similar.

And the funny part is when I saw it the first thing I thought about was someone was going to post it on FFU... heh.
