What If You Work On Your Car In The Parking Lot

Ok so i have rented some time my place is not too bad on us for working on our cars in the parking lot..provided.. we keep it clean , no prolonged repairs, no cars left on jack stands, simple quick repairs. Putting on some front brake pads or rear, no oil or grease left on the pavement. I am thinking about buying a condo in Annandale and have 20% down , but I have heard of these HOA associations, what gives.. can they really fine you, are you allowed to do these simple things.change the oil? What can they do to you if your "caught".

I suggest you read the by laws of the HOA. Some can be very strict and yes they can make your life miserable if you violate the rules.

Working on cars can be an issue because some people will take advantage of the situation and next thing you know you got a junk yard or a weekend auto repair shop going on.

I know what you mean when people get outa hand, a fellow in the Apt was out of work, he was a mechanic and he took on a job replacing a cylinder head, yes he made a mess, no I did not snitch on him, he was down on his luck, however he did do way too many jobs messy and they threw him out but he was a renter not a owner in a condo. Im looking at replacing brakes, mufflers, rotating tires , tune ups, oil changes that kind of thing althouht I have replaced several clutches, fuel pump and even a engine in the apt working slow taking my time not making a mess. The head maintence man knows what I do but he is cool with my work and the manager has no clue.Its my own work on my car not for anyone else.

Are you so poor that you cannot afford to pay some shop to repair your car? Maybe you should spend more time getting an education so you can get a decent income. As someone who can do none of those things, I wish the OP would move into my neighborhood. Always good to have a friend who can help in a pinch. As to HOAs, each will be different. We have a guy who does his own minor work, but he is always finished within a few hours, so there is minimal mess. The real problem comes when you want to do something major, something that makes a lot of noise, or something that disrupts the parking lot for those around you. Once a neighbor complains, forget it, you will be watched.

OP, read the CC&Rs before buying. If you don't like the rules, then don't buy there. By signing that you have read and agree to them, you're bound to abide by them. An HOA/Condo Board is within their rights to enforce these rules for the benefit of all owners, as few want a car repair operation taking place on the grounds. Checking tire pressure, swapping wipers, etc is one thing. Brake jobs, transmission work, is quite another. Plus there's the noise and mess that some jobs make. You can be fined heavily in some cases, and deservedly so.

I'm on our HOA Board and we've come down hard on cases like this. In fact, I'm having a car towed today for being inoperative and stored in a driveway for several weeks now.

Sounds about what I expected. Any one have any direct experience with Annandale condos along Americana Drive or 236 , Heritage Woods, Tall Tree, Little River Square. I think all those places have more condo renters then owners so maybe there easier going.

First, have you considered buying in a neighborhood that doesn't have a mandatory HOA? Some older neighborhoods are still affordable, plus you may be able to find a place with a driveway or even a carport/garage to work in.

Second, if buying stay away from areas where there is an unusually high number of rentals, unless the area tends upper income.

Third, some places have rules prohibiting auto work only to prevent the kind of major projects or shadetree mechanic operations that have been mentioned above. When it comes to minor repairs, they are willing to look the other way. There is always the risk things may change if the anti-car maintenance Nazi gets on the board, but if that happens you can deal with it then.

Fourth, unless you are truly a car maintenance nut the ability to do minor maintenance on your car shouldn't be in the top three criteria for selecting a place to buy.

Finally ignore the anti-car maintenance trolls. They don't get how someone could get a sense of satisfaction or security by doing it themselves rather than paying someone else to do it...or they assume that a willingness to do manual labor somehow makes you inferior.

Like another said before....

Brake pad replacement doesn't require bleeding.

If you do end up bleeding the brakes, the right way to do it involves a small length of hose and a bottle. There's no mess that way.

May I live my whole life without being in an HOA. May all HOAs go their entire existence without me joining them. We're all better off. Amen.

Every one that I've known has not allowed the work. One banned it long ago and all others copied it as a base. Many don't enforce it unless there's a nosy control freak neighbor involved that was likely unaffected by it. They must have the rule. We all know it would only be a matter of time before some moron does something inconsiderate and stupid that will cause the rule to be added at the next meeting.

Look at every rule in an HOA's CC&Rs. Many should be common sense and common courtesy. They are necessary because we cannot rely on common sense or common courtesy. It is a sad reality.

Go through the prohibited items rules on eBay and CraigsList. Imagine how the non-obvious ones were inspired. What if I really was stuck in Nigeria and needed someone to send me money via Western Union. I'd be screwed. Thank you my nigerians.

Same here. I didnt buy a house to live next to an auto repair business or marina. Its one thing to change a head lamp bulb, quite another to be changing oil or replacing brakes.

I am so fucking so and tired of the "down on his luck
scenario. You had enough to buy a house here - then live
up to your obligations - pay your dues and keep your
house looking presentable. Or move out. Your problem
is not my problem and it won't become mine. And your fucking
POS car will disappear in the middle of the night, thanks
to a paper that I will gladly sign. I've stood by while
junk cars were pulled off of front lawns with no problem.
My neighbors appreciate someone actually enforcing rules
when assholes like you move in and try to turn the neighborhood
into El Salvador North.

If someone is having trouble, then approach the HOA like you
would any other creditor. You'll probably get a break. Keep
breaking rules and you'll end up on the dirty end of a very
shitty stick. We don't want boarding houses, car repairs/sales,
junkyards, in our neighborhoods. There are plenty of trailer
parks where you could be very happy.

I have done brake jobs, tune ups, and oil changes in my parking spot without a word from the HOA (I can swap out some pads in an hour, tops)....and I see my neighbors doing it too from time to time- doesn't bother me as long as they are not making any loud noise after 10pm or before 7am or blocking my parking spot!!!!

--- then again they tried to fine me for my grass not being cut the week I was out of town and it had rained for 4 days straight.....and yes this is SEQUOIAH we are talking about!!! With the letter "you have 5 days to make a written response"...letter dated the 20th that I didn't recieve until the 27th (AFTER I got back)...so luckily I was able to cut my grass the day I got it or I would have been fined.....too bad they didn't send the same letter to the house 4 houses down from me they NEVER cut their grass and I have YET to see them punished at ALL!!

Oh wait, its because I'm an owner and they are just renters....and they know I will pay up right away but renters dont give a damn....oh well.

HOA in this area means no mechanical work to be done on the property, in view. It may be legit inside your garage, but in some really uptight places even that's a gray area.

The rule may not be enforced, but this depends on the area, and your ability to manage your neighbors. You can be certain the rule is on the books though.

The more blue collar the neighborhood is, the fewer conflicts you have with an HOA, for this sort of problem. The rule lies dormant until there's flagrant abuse.

To those suggesting moving to a neighborhood without an HOA, there are precious few in the area. Apartments/condos/townhouses = HOA. Even standalone houses are usually HOA. As for trailer parks, there's one in Chantilly - that's it. Construction quality is on par with mainstream builders in the area (i.e., shit, but less of it). It isn't inexpensive, and there aren't alternatives within reasonable driving distance.

There are single family home neighborhoods all over Northern Virginia that don't have HOAs. All over. And often cost less to buy in than townhouse communities. I lived in one, Greenbriar, for 7 years. My neighbor did every repair imaginable to his cars in the street. I did a timing belt replacement in my driveway. I liked not having a HOA over my head but eventually the general appearance of the neighborhood wore on me and I boughtbin a neighborhood with an HOA.

We don't have any by-laws that say no mechanical work on your property. Can't have an inoperable vehicle in the driveway (garage okay; in fact, the garage is considered interior of dwelling, and by-laws address nothing about the interior) but repairs are no problem. I've changed oil, rotated tires several times in my driveway. I can afford to pay someone but I LIKE doing it myself. All you haters can suck it.

I love HOA's and HOA threads. I lived in a condo back in the 90's in Alexandria. There's nothing I can't fix on my own except body work. The third month after I moved in, I had the hood up adding washer fluid and I get yelled at. That's fine...That's the rule...I'm down.

I go to the next board meeting...and the final item on the docket is about a resident who has a dog that's been barking too loud. The earliest complaints go back for...A YEAR! That night's item was to decide if the board should consult with their attorney...I sold and moved out 6 months later. I have a longer commute now but I live in an area where there is no HOA because when a tree falls down, all we do is decide who brings the chainsaw and who brings the beer.

Bottom line...HOA rules are really just written guidelines in formal quasi-threatening language. They're unenforceable short of legal action and nobody wants HOA fees used to pay a lawyer...Well, I take that back...there was that community recently that bankrupted themselves over an election sign.
