FCPS to Participate in USDA Summer Food Service Program

Fairfax County Public Schools (FCPS) will participate in the U.S. Department of Agriculture’s (USDA) summer food service program for children, a program established to ensure that students who qualify for free and reduced price meals during the school year continue to receive nutritious meals when school is not in session. Free meals that meet federal nutrition guidelines will be provided to children at approved sites throughout Fairfax County.

Meals will be provided to all children without charge. Acceptance and participation requirements for the program and all activities are the same for every child regardless of race, color, national origin, sex, religion, age, disability, political beliefs, sexual orientation, or marital or family status, and there will be no discrimination in the course of the meal service. Why would anyone have a problem with this? There are alot of children in this county who have parents that either cannot or will not provide them with meals at home.

My husband used to work for a special ed center. His school happened to serve breakfast. He said that alot of his students came to school on Monday hungry because their families didn't provide for them over the weekend. Very sad when you think about it. I'm actually surprised that these kids even showed up for school. If the county didn't provide buses, I'm sure that most of them wouldn't have. Some parents cannot be bothered. Cryin' shame.

There is nothing wrong with these programs- if they are run correctly.

Obviously the OP is an employee of the county, probably jacks an hour or two a day of tax payer between here, the Patch, TMZ, gaysingles.com etc..

I understand this about social programs, food stamps etc. The scammers find them with ease, and there is difficulty in getting these benefits to qualified and truly needy people. That is what community outreach is for. Put your lazy feet to ground and find people.

Now, is this particular program run efficiently? I would tend to be skeptical just as I suspect the OP is some fat lady or soft liberal dude, Gerrymander, True-Blue, take your pick. All are Obama worshippers and government lovers and depend on being the middleman between your tax dollar and some questionably effective social program.

Hey, I'm no fucking anarchist and there is plenty of waste in Defense and everywhere else our tax money goes.

Just don't believe that because the cause sounds righteous it always is.

Reality check - Im a parent and got this announcement in an email and thought it would be interesting to post with out a comment. I was curious what people would 'think' I intended by just posting it. One person thinks maybe I have 'a problem with it' and you seem deluded into thinking any public service announcement posted is by govt. workers stealing your money.

As to me you are wrong about everything. Im a male. I am in excellent shape and compete regularly in triathlons. I have made no statement whatsoever implying my political leanings. Might be time to examine your assumptions about people because you are just plain wrong on this one...

While there are some excpetions, if the parents are too lazy to feed them they should not have had them in the first place. That's the problem with these programs to begin with-the parents pop them out in many case and sell the food stamps and buy drugs. It's time to stop handing out food stamps and to start handing out rice and beans. As a tax payer we get hit twice-once to pay for their drugs and then to feed the children they are too lazy/high to feed because they buy drugs with the first set of resources provided to them.

The news release stated: Meals may be provided, pending qualification, at the sites and times listed at this link http://commweb.fcps.edu/newsreleases/newsrelease.cfm?newsid=2310.

To me, that means "unqualified" children cannot just walk in off the street (or from the parking lot where they hopped out of their needy/lazy/scammer parent's oversized gas guzzler) and grab some food.

Growing up we did not have much extra money. When my dad left our family my mom took care of all 5 kids and herself without govt assistance, child support or any extra funding. I never realized how hard it had to be for her until I was on my own. She was to proud to accept anything that was remotely welfare. Now everyone uses it as a badge of honor.

I feel bad for kids that go hungry. No child deserves to live like this.
The free breakfast meals are nothing special. I question how healthy a breakfast "sausage dog" is.
I would imagine many are illegal kids. We need to blame our elected officials on some of these problems. Close the boarders. Send these kids home with the parents that leave or get kicked out of our country.
However, I have seen that some of these "free lunch kids" kids wear expensive kicks, Northface jackets, etc, to school. Most have cell phones. Where does the money for their cell phone come from? Everyone now seems to a have flat/big screen tv with a cable bill.
I know sometimes folks fall on bad times. Some just take no responsiblity. Some just don't give a shit about their kids-just care about making them.
If we keep giving away, what will the next generation expect to get? The cycle needs to stop. How long until there will be more takers than givers.

I remember when it was an embarrassment to get government help, claim bankruptse.
Now its a joke.

This is not going to last much longer. The sad part is that there probably are some legitimate situations where kids need food. Too many people have too much debt (and so does the government) so I don't see how this can continue. It's just a question of arithmetic at a certain point. I do have a feeling that this is the equation that is making the immigration bill possible right now.

This article is not from Fairfax County but it doesn't matter as this is a federally funded program and the same rules apply everywhere. Take a look at the bolded statement. That is where the problem with this program lies. 3 PERCENT? I say EVERYONE apply! Odds of being caught are pretty slim and IF you get caught there is no penalty!

Reduced lunch programs are rarely audited


Of the approximately 8,000 students enrolled in Framingham public schools, about 3,500 apply for — and most receive — free and reduced lunch waivers.

And that’s about the only certainty the school department has about that population, which has remained steady over the past few years.

Because of restrictive federal guidelines that dictate what school districts are able to ask families, free and reduced lunch programs are rarely denied and even more rarely audited.

While there may be some exploitation of the program as a result of that approach, school officials can’t legally do much about it — and might not even want to if they could.

“Whether that’s true or not, we have a responsibility to make sure the program runs with as much integrity as we can,’’ said school business director Ed Gotgart.

Established and overseen by the U.S. government, the free and reduced lunch program is used to determine not only the students who don’t have to pay full price for school meals, but also the ones who don’t have to pay other costs in the district, such as athletic fees and bus passes.

According to federal guidelines, a family qualifies for reduced lunch if it makes 185 percent of the U.S. poverty guideline or free lunch if it makes 130 percent. A family of four, for example, would qualify for reduced lunch if it had a household income of $40,792 and free lunch if it made $28,665.

According to Gotgart, school districts are able to ask for families’ income but little else when determining eligibility for free and reduced lunch.

Of the approximately 3,500 applications the district receives each year, about 90 percent are approved based on the information provided by families, Gotgart said.

Of the 10 percent that are denied, 90 percent of applicants didn’t meet the eligibility guidelines.

The remaining 10 percent is a little trickier, however. Under federal law, school districts are only allowed to do random audits of 3 percent of all free and reduced lunch applications. In Framingham, about 60 applications end up being audited every year.

Of those 60, half of the applicants pass the eligibility guidelines. The other half — the aforementioned 10 percent — doesn’t respond to the district’s audit request, Gotgart said, and are automatically denied free and reduced lunch waivers.

Although five to seven of those denied applicants ultimately get their waiver through an appeal process, the fate of the rest is a mystery.

Some of the students may just end up trying to get free lunch anyway, a theory that Gotgart said is viable based on the large tab of unpaid lunches — about $37,000 total — that piled up in the district last year.



Though the schools are cracking down on the practice of running a lunch tab this year, Gotgart said ultimately the schools cannot punish students.

“That’s really the objective here, to not have the child bear the consequences of an adult’s decision,” he said. “It’s not the children who are the problem.”

But the situation is becoming problematic for food service director Brendan Ryan, who is in charge of collecting free and reduced lunch applications.

“His job should not be to do financial audits and chase people down,” said Gotgart.

The schools hired a constable over the summer to try to retrieve some of the lunch money owed, but overall the district doesn’t have much power to track abuse of the system.

“We do everything exactly the way (the federal government) prescribes it,” said Gotgart.

Even if the school department could lawfully perform more audits of free and reduced lunch, Gotgart said it wouldn’t have the staff to do so.

“To do more would be onerous — and it would be a distraction,” he said. “We do as best as we can.”

One promising development is that recent economic reports show Framingham “is doing a little bit better than its peer group,” said Gotgart. That economic lift hasn’t been reflected in free and reduced lunch applications, however, which haven’t gone down.

“It’s not translating in my world yet,” he said.

Yes because the government taking kids and raising them will be so much cheaper than providing a small amount of supplemental food. Be honest Katie you would like them killed (especially they children) in the cheapest possible way then disposed of in the cheapest possible way.

SNAP has a lower than 3% Fraud Rate. 1 in 7 people are on some sort of food assistance. Corporations have record profits and are sitting on record amounts of cash while the tax payer subsidizes cheap labor for them. Suckers.

I rubbed some dirt on my kids face, placed them in torn clothes and sent them over to get their free eats. They had a bag to bring me some. Those were the best crab cakes and pan frites that I have ever had. Yum!!!!

From my observations and the list I'd rank it this way

Most common: Some just take no responsiblity.

Second Most common: Some just don't give a
shit about their kids-just care about making them.

Least common: I know sometimes folks fall on bad times.

Some also fall into 1 and 2.
