Our neighbor operates a used car business from his home. cars are parked all over this single family neighborhood. Who in Fairfax can this be reported to?
DMV might be interested. DMV licenses legal car dealers, and they used to go after the "curbstoners". I knew a guy that was a dealer investgator for DMV.

Are you sure he's actually operating a business and not just playing with numerous cars? Are there for sale signs? Do you see deals being made? Or are you just upset because you chose to live in a place without the nazi HOA's and you can't stop him from having numerous cars?
Lots of people in the county have a car hobby. Some of them even have a lot of cars. Shocking.
Get over it. Move to one of the HOA's if it really bothers you. Burke Centre is an excellent choice. They don't let you do anything on your property except spend money for stupid aesthetic garbage.

It is an HOA. You seem to be more upset than I ever was, maybe it is you, our neighbor. It is being taken care of thanks to folks who responded with useful answers (not you).
1. Zoning Department
2. Police Department - they can issue tickets - I would imagine that most of the cars are not properly registered. They can also assist with #3 below -
3. DMV - you need a special license if you are a dealer. If you sell more than 5 cars in a 12 month period, you are considered a dealer.
