Out of Control GMU Students

Folks, I need advice:

The Townhouse next to ours has been rented to 4 GMU students and no surprise there are loud, druken parties bordering on insanitiy, once a month or so. Cops have been called 3-4 times in past 2 months and the owner has been asked to keep this under control several times. But it doesnt seem to work.

Several neighbours have also complained and the consensues is that these renters need to go.

What recourse do we have? Any suggestions? Threaten the landlord with a Civil Suit?

I recomend you stop being a communist d#@$. 4 college kids have 1 party a month, and you want them homeless!? I hope you get kicked out of your house and lose your job! Get a real life and fix your real problems because if your life is so screwed up that you have stop kids from having fun, well then you need a new life. Obviously you didn't have a single friend in High School, or even go to college. More proof you are a hard core socialist. You live in a shitty townhouse. And it is sufficiently low value that it can be rented out to college students. What do you expect? Constant hassles with noise, parking issues, guests being towed away, association nazis, etc. If it wasn't these kids it would be another group in a different neighbor's rental, or even 20-30 hoolio day laborers, with multiple junk cars and ladder-filled pickup trucks, urinating all over and groping at women.

If you don't like it, move. Alternately, buy some pot (your neighbors can probably point you to a source) and stash it in their backyard and in their vehicles. Then make an anonymous call to the cops that you smelled the smoke and where you saw them hide it.

Noise Ordinance...

Call the police. It can be illegal even if it isn't between the hours of 11 - 7.


Section 108-5-1. Loud and unnecessary noise.
It shall be unlawful for any person to make, continue to make, or cause to be made or continued, a noise disturbance within the County of Fairfax.
(7-17-68, § 17-4; 24-75-16A; 1961 Code, § 16A.5.1.)

Section 108-5-2. Specific prohibitions.
The following acts, are declared to be noise disturbances in violation of this Chapter, provided that the acts so specified shall not be deemed to be an exclusive enumeration of those acts which may constitute a noise disturbance under Section 108-5-1, and provided that the acts so specified in Subparagraph (a) below may still constitute a noise disturbance under Section 108-5-1 independently of the hours of day said acts take place.
(a) Operating or permitting the use, or operation of any radio receiving set, musical instrument, television, phonograph, or any other device for the production of sound between the hours of 11 p.m. and 7 a.m. the following day in such a manner as to be plainly audible across property boundaries or through partitions common to two persons within a building or plainly audible at fifty (50) feet from such device when operated within a motor vehicle parked on a public right-of-way or in a public place.
(b) Owning, keeping, possessing, or harboring any animal or animals which frequently or habitually howl, bark, meow, squawk or make such other noise as is plainly audible across property boundaries or through partitions common to two (2) persons within a building.

Since you're in a townhome, you must be in an HOA --? Go to them. Many HOAs can levy fines against the owner. That shifts the monkey to the back of the owner. That usually fixes the problem. If not, file suit in small claims court AGAINST THE OWNER and ask for damages caused by lack of sleep and/or enjoyment of your property.

I have tried talking to the noisy partying drunken slobs of GMU students who live near me with no success. They do not care if the cops come. The Korean landlord owns a bunch of these properties that he rents to students, he does not care. The HOA tries but there is not much that they can do. The best best is contacting GMU. The FX police and GMU police are supposed to be working together to curb party houses near campus, not sure if they have been very effective. Schoolis almost ovee for the year, just hope they move.

Make a written complain with the police. Having their names on a police records, can cause serious issues for students.

Start mowing your grass at 6:30 am on the weekends. Start a construction project with lots of power tools early in the am on weekends. College kids don't like early morning noise. Get all your neighbors who are pissed to do the same thing. Fight noise with noise.

The GMU police aren't going to do anything. Go straight to the source of the kids money... their parents.

If that doesn't work then get your ass over there during their parties and start encouraging the college kids to really trash the place so the landlord will have to them out. Plus, isn't it always fun to watch a place get completely wrecked.

Take video so you can make some money submitting it.

Most HOA's are a collection of retirees who have nothing better to do with their lives than be on an HOA. It's a thankless PITA job and you usually get people who (A) Dont know shit or (B) Dont give a shit or (C) BOTH!

Most dealings I have ever had with HOA's left me wondering how these people get elected or if the only requirement to serve is to have a pulse.

@Commuter - if HOA dont fine landlord for that shit, then yeah yr outta gas. I've never heard of renters getting fines from HOA's before - does that happen? Usually it's the prop owners who have to deal with the fines and renters hands=on, y'know? Or at least that's been my experience................

@ OP - I'm sorry yr in that fix and I honestly apologize for ranking on you there. If you've tried talking to them like Commuter and they are truly dicks, then other than waiting it out or some vigilante shit (which honestly, only winds up with you harming yr own neighborhood yrself) , then you are honestly out of luck.
Best case scenario is cops ticket them and that's about it as long as they settle the party down once the cops arrive. If they are on good behavior and everyone is minding their P's and Q's when the cops are there, it's not like they can start hauling ppl off to jail just cause the music is too loud - law just doesnt work that way, y'know?

There's a difference between calling in to the cops to complain and actually going down to the station to file a complaint. Filing the complaint works much better.

What is the problem with a party once a month? Surely you also have people at your house once a month. If they were having a party 4 days a week, every week, that would certainly be offensive. But once a month seems reasonable.

If you live in an area students can afford - hello, you need to move on up.

In any event say hello to them once in a while, talk to them. Ask them if next time it gets too loud is there a number you can call at he house to let them know to turn it down.

Alternatively there is nothing like getting out your mower or leafblower first thing in the morning for a little revenge ;)

Personally, as a landlord, I don't want any problems - and I don't want to cause problems for the neighbors. But that's clearly not how your landlord operates. Which means that you need to make him uncomfortable enough that dealing with these kids is easier than dealing with you and the neighbors. I would make sure that the landlord hears from you and the other folks promptly each time a disturbance occurs. Let him know that you're calling the cops. If you can find any zoning and HOA violations, then bring them to his attention until they are fixed. You need to make it clear that you expect reasonable behavior from his tenants. The reason this guy is renting to students is that he can make more money from four students than he can one single family. You might try to convince him that the wear and tear on the property from young people (been there, done that) and the aggravation of dealing with you is not worth it.

If all else fails, figure out who these kids are and contact their parents (the likely source of the money).

If all else fails, move. Occoquan Forest lots are huge and prices are about the same as FFX townhomes
