Sportcoat Biker

What's the story with the guy that wears a sportcoat while he bikes around FFX county (braddock road and rolling road). Wears a helmet, has long hair/beard, and seems to always have shopping bags on his bike handlebars.

The guy is being thrifty, the bike gets around 50 mph.
