Really? Because I could swear that people found to be driving without a license are arrested by real police (not given a demerit point by DMV) They go to a real courthouse and see a real ADA and a real judge.... they face arrest and criminal prosecution.

Yes, it really is. 2 acts, both illegal without a license. Neither of which would I consider 'illegal' in the context you are using it here.
