Supposedly the officer used his personal weapon - which at that point makes it even more apparent he was acting as a private citizen, so his name should have been released. This was not some justified police action - it was a private citizen discharging a firearm for no reason other than he was an idiot.
If they don't file charges I hope the family files a civil suit against the jackass and takes him to the cleaners.
