raising taxes and evicting families (to make room for government workers to live in). is that quartering troops in a debt war?

it's easy to create barriers to entry and create a class of people who are "considered poor" while favoring a class of abusers who have not made progress and perhaps reverse progress: it's manufacturing poverty and re-assigning wealth to those with government ties
