is it possible it somehow opened itself while going down the road? is it button driven? or requires a long pole arm to raise it manually while pulled over? looks automatic

No that’s impossible. The driver intentionally opened it up and drove into the power lines.

That's what I thought. Even though their is prolly a safety mechanism in place to prevent that, sometimes mechanics fail. I've heard that the entire bed on a dump truck can raise accidentally while in motion due to mechanical failure. Rare but maybe?

It’s probably better to have them run underground but it’s definitely not cheaper. It’s more expensive to excavate, rip up streets and sidewalks, and more expensive and difficult to find and make repairs. Columbia, MD runs its lines underground and it’s great because power rarely gets knocked out by storms or accidents, but when something does go wrong it’s usually off for awhile until they can locate the right spot and dig everything up. It’s not as a simple as visually inspecting the lines from a truck and then calling out a cherry picker,

yes sharon bulova is too busy paying off her mexians and giving them "false contracts"
MANASSAS began burying all their lines (there's a news article saying they are somewhere)
i'm unsure if fx co is doing it in places or evading the subject, hoping people won't notice how often their power goes out

he stopped here to probably take a piss on the way in....he then likely figured since he was already standing outside the truck he would untarp which must be done by using a lever on the outside of the trailer...this untarping is usually done inside the incinerator where it is an unpleasant activity to get out of ones truck (and unhealthy)...hence if the tarp is already off he only needs to back in and tilt his bed, never having to get out in that very nasty environment...he may have even looked up to confirm that he wasn't going to hit the overhead lines which he did not touch but he probably didn't realize that the very powerful electricity in those lines can arc the short distance he left between the two points...poor guy was gone before he even hit the ground...heck, it actually might not be that bad a way to go...probably never knew what was happening
side note: check out my random spam code...is that an acronym for northern virginia fucks? it fucked that poor operator for sure

That roll off isn’t even 13 feet high...even it tarp cover popped up that may be about 36 feet high all together, aren’t the real high current wires high up on poles? In my area the telephone poles are now being made even higher.

Most likely case is the tarp popped up while he was driving, and he pulled over to try and get it down. The wind blew the tarp into contact with the lines or vice versa.

He will get rid of electricity and have us go back to whale oil lamps.

I guess his family should sue Dominion for lost income.
