The first PAC was created by the CIO, as in AFL-CIO:

The use of PACs and other similar indirect, third party political money was traditionally a Democratic approach involving unions, large liberal foundations, and other large contributors and bundlers. It only became an issue for Dems when Republicans started doing the same thing.
