@8 more years: See the link below. The article makes a related point. Safe districting has left party leaders with very little influence, so the problem may well be structural. If Boehner returns, it's because nobody wants his job.
Says The Plain Dealer's Thomas Suddes: "Members of Congress elected from politically rigged districts worry only about primary election challenges from within their own parties. That means they try to be more Catholic than the pope, so to speak, as to political dogma. The average Republican member of Congress isn't going to let anyone out-conservative him or her."
