Racial Balance? FCPS does whatever it feels like doing and with a DOJ attorney as one of the leaders in the charge.
There's a pesky little federal thing about schools closest to residences and where students are assigned to attend if they're in the same school district[called division in Virginia]:

"d. Assignment to other than the school closest to residence within the school district of residence which results in greater segregation on the basis of race, color, sex, or national origin."
About 8 schools got IB and many are mentionned on the demographics list in another post- it has come up that they are the schools who got IB because they didn't have AP solidly in place and IB trained staff etc to teach. It's like the suburban version of Edison schools in these parts.
These are not inner city ghetto schools.
