but if you read the manual, it should have indicated they inspect cars just once, at ownership transfer, so your friend wont have to get that car inspected again.
to the OP, where you go doesnt matter in terms of initial cost, but it could really matter in terms of annoyance and potential extra cost. the inspection bays, of some shops, are nothing more than cash cows. some inspectors will find the slightest thing to fail you for, but obviously offer to have said item fixed for an exorbitant fee. they fail you for a wiper blade, you could pay them $30 on the spot to fix, or go to autozone and buy a $5 blade and do it yourself, but thats an annoyance, and you have to go back to that same shop otherwise you pay the full inspection cost at another.
