This is something you can do yourself. I just recently fixed one for someone. You can buy the new screen for a little over $30 and you'll need the special tools (very inexpensive). They just search replace iPod screen on YouTube.com and you'll find tons of videos. Just make sure to put into the search field which generation of iPod you're trying to fix. Apparently there's a differnce.

I have an online shop that repairs the most common issues with Touch Devices, iPhones, iPods on the cheap. Shipping is at $6.50 to return, cost to replace screen $55 for touch 4 with 15 month against defects in parts and workmanship. Some of the lesser common repair options are also available on the cheap. Take a look.
