Warning Question

Alright guys so i have a question, so me and my friend were on the road just driving, we did switch lanes without signaling and a cop saw both of us, so we both got pulled over, pretty much my car had a rejected inspection sticker and a bad tail light, and my friend had no seat belt on in his car, the cop gave us a talking to for about an hour, in the end we got a warning but he told us that we had to do something for him, and that something was we had to be on the lookout for pot smokers and have to report them to him every month otherwise our cars would be impounded, this sounds like BS to me since he issued a warning, how true is this, did he just say this to mess with us?
