It varies greatly. Probably a grocery store buying a case is the best bargin, but I priced an 8 pack at a Safeway and then found it at 7-eleven a buck cheaper.
Can you still buy a six pack of beer from a bar in Maryland and take it home?
If you're just buying regular run-of-the-mill american beers, usually the cheapest deals are at a Safeway or Giant, they'll almost always have something on sale. 7-11 is also a good alternative.
You won't be able to find as many microbrews or imports at most grocery stores, so if you're looking for that, try Total Wine & More or maybe Whole Foods; obviously it'll be pricier.
Overall, beer prices in VA seem noticeably cheaper than other 3 states I've lived in since I've been old enough to drink.

I tried to do that back in '94 when I first moved to MD, and the bartender looked at me like I was crazy. So unless they've changed the law in the past 12 years, no, you can't buy takeout at a bar.
That's one thing I sorta liked about PA liquor laws- every bar up there sold takeout beer.
If you want some good beer from smaller (unknown?) breweries at a good price, try Trader Joe's.
Sam's Club/Costco prices are good, but they only sell it by the case.
My first choice, however, is Whole Foods, especially the bigger stores like Vienna. They have a strong selection of microbrews and their prices are about the best that I have seen on products like Victory.
Of course, if you are looking for Bud or MGD, you probably won't find more than a 25 or 50 cent difference no matter where you go unless it is a 7-11 or CVS.
If you're not loyal to a brand and purchasing based on price, just hit Safeway or Giant and buy what's on sale. You can usually get a 12 pack for $8 and a 24 pack for $14.
Aaaahh yes, Rite Aid, how I miss their location here in McLean Commons.... They had an entire section of the store dedicated to fridges full of cheap booze, and it was always stocked and stacked. Whatever else they sold there was an afterthought. There were always long lines of folks there buying cheap booze and lottery tix; my friends and I always referred to it as "The Drunk Store". It shut down in '01 and is still to this day an empty storefront. I miss the ol' Rite Aid, haven't seen one like that since those days, and I'm happy to see the chain still caters to that cheap booze and lotto crowd. I seriously miss it.

It is weird to see Beer in the Grocery Stores or even 7-11 for that matter. I think every State has some strange alcohol laws. There are VERY few grocery stores that sell beer in MD. Some Gas stations, but most dont. There are bars that still sell beer "to go" but not many. But you can buy Beer in the Liquor stores and you can buy liqour 7 days a week and if the store is open late enough you can buy until 2AM.

Country Club? That stuff's real old school, it's been around since at least the 70's. They used to sell it in cans when I was in high school in PA. Never saw it around here though. I think I've seen it in the NY/NJ area in the past few years. Try it- you'll love it!

haha for some reason I don't see everyone pilling into wegmans for beer deals. For all the crap they have there I sure was disappointed by their small imported beer isle. As for the classiest malt liquor, having drank a good bit of all of them I would have to vote for Steel Reserve with OE high gravity coming in second.

Costco does not have good beer prices, their reg. dom. (Bud, etc)is higher than Giant / Safeway. Bud or Miller Lite or equivalent, go to Total Bev and get the 36 pack.

i beleive either a co-worker reported it hoping a free seat for a fucking foregner would open when i was jailed
OR fx co gov was stalking me because i had an open lawsuit on them (which would make their stalking me extremely illegal as they already had a cease and desist order filed against them)
OR the police were made privy by 7-11 that i recently had purchased allot of beer (which in fact i was for a group of people, i drank little, i'm mostly a non drinker)
also: on one occasion the cop who tested my breath, i passed, HAD PROVOKED the situation. it was on a day the roads were to become icy. i was avoiding his stupid ass because i didn't want a dent in my car and he was acting drunk. turns out he was just doing a move, being aggressive and illegal motion of his cop car, to force me into a ticket.
in the same period of time they had pulled me over 3 OR MORE other times on total bullshit. we all get "caught" or stuck with bullshit at times - but this was a few or many times in one year. all bullshit tickets. ie, 35mph in a 25mph zone far after the zone had opened up into a road without neighborhood or business entrances: total bullshit people usually dont get a ticket or a warning for - stuff you see cops do if you bother to look.
