Emergency Drone Use

As with everyone in Fairfax County, I live within 30 miles of Reagan National Airport, where it is illegal to fly a remote controlled model airplane.

So if I am completely snowed in this weekend without power or communications and I want to get a message to the outside world, can I write it down and send it by air?

Or does that violate Federal Law too?
