No, Dummy! You unroll the entire Bounty roll atop the sidewalk/area you want to walk on. Then, and this is important, the t.p. goes on top of the Bounty, centered. Finally, toss *roughly crushed* M&Ms over the paper towels and t.p. I promise that you will be able to walk on this without slipping. once the snow melts, simply roll up the paper towels and toss.
My grandfather who had one of the last dairy farms in Herndon taught me this as a young boy. Teach a neighbor in honor of my granddad.

3:15-3:45 p.m. update: The latest NAM model, just in, supports the lower range of our forecast – suggesting about 4-6 inches of snow in D.C. Thursday – mostly between about 8 a.m. and 4 p.m. It is not as snowy as it’s earlier run. Some run-to-run differences in model forecasts are inevitable. The model consensus still supports our forecast, described in detail below.
