you, yourself, put an AC unit in to "comply with fairfax county regulations"?? unless landlord is a slum lord operating outside the long arm of the law, or you are renting on the downlow, he was responsible for putting that in.
as a former landlord, i was responsible for everything in the house, by law. if a tenant wanted to do something on their own, and i ok'd it, too bad, so sad if it broke.
the contractor doing the work, imo, is the one ultimately responsible for repair in this case. they have, or should have, insurance to cover events like this if they dont want to pay out of pocket. do you think the contractor would be telling you to pound sand if you owned the house, and they fucked something up while doing work?? i think not.
