Yes, the guy that harassed her and tried to make her life hell is fucked up and deserves to be punished to othe fullest extent of the law. Especially since she's underage. It doesn't matter if she flashed him willingly or coerced him into it; he's 30, she's 15. He should have known better.
That aside, it's 2012. Cameras are standard issue with cell phones and computers. Parents need to educate their kids on how to use this technology responsibly. I've also read stories about underage girls getting charged with distributing child pornography for sending naked pictures of themselves. Parents need to make sure their child understands the ramifications of their actions.
And yes, at 15, most kids should be able to understand the concept of "sending naked pictures of myself to strangers is not a good idea."
