If you want to live in a country where we retrain our workforce for new economic opportunities, protect our environmental resources, monitor our food and water for safety, and invest in health and science research, then the bill must be paid. The view is that while every aspect of the bill is similar to something constitutional that has come before it, it has never been put forward in this combination, and the combination somehow makes it unconstitutional. There are precedents as far back as George Washington forcing citizens to purchase things the federal government deemed necessary. Car insurance for example. you cant just drive a car around uninsured. You have to at least purchase a bare minimum insurance.
