Interesting McSame Pledge

In his many pledges yesterday Sen McSame slipped this one in.....

McCain also pledges to halt a Bush administration practice of enacting laws with accompanying signing statements that exempt the president from having to enforce parts he finds objectionable.

What the heck is this about? Since when can the chief law enforcement agent of the country decide when and if to enforce parts of a law he/she finds objectionable? And then to add these statements into the legislation. I cannot beleive this is constitutional...if it is we. have assuredly become an imperial republik.

If this is true it is a perfect example of how the majority is able to manipulate laws and law enforcement in their favor.
