You can land 24/7, but the curfew is on departures. I want to say 10:00 pm to 6:30 am.

I couldn't find anything about restricted hours, however there is a "special notice" somewhere about "noise abatement" so THAT might be the gotcha. The link above says it's a 24 hour airport.

Again, You can land 24/7. Departures are curfewed from 2200 to 0630.

And again - I found nothing about departures being restricted and...though I didn't post the link... I found one PDF that mentioned using certain runways when departing 10:00 to 07:00, suggesting that departures are indeed allowed (that PDF was dated 2008).

Mind you, these are the normal procedures. If a storm has rolled through causing ATC stops, tower and tracon will allow departures because you had already blocked your departure for a pre-curfew slot time.

72 Db is very low threshold. A single engine prop. Not a jet.

It's kinda scary they had ONE controller up there in the tower. What if he had a heart attack or fell ill? No backup or alternate controllers?

Probably not such a big deal at DCA given the night ops curfew. Early on in their training, pilots learn arrival and departure procedures for uncontrolled airports. Also, they remained in contact with Potomac Approach (the DC metro area TRACON) so it's not like they were totally winging it.
