Mankind has forgotten the rebuilding lessons learned thousands of years ago. In times past, until less than 200 years ago, we rebuilt on top of whatever existed before. When there were fires, riots, wars, cataclysms, and especially FLOODS, we flattened out the land and built new stuff on top. That cycle of rebuilding on top effectively raised the ground level over the course of time. Archeologists have determined this happened countless times in layers going down hundreds of feet and thousands of years. The resultant effect was the land became higher.

In the past 150-200 years humans have discarded that practice which worked so well in the past. Now after a flood, all the sediment and debris is cleared away instead of rebuilding on top of it. This practice dooms the rebuilt structures to be flooded again, with worsening effects over time as the rivers cut deeper and waterlevels rise. If we rebuilt New Orleans and coastal cities using the old practice of building up the base layer of land, there would be much less damaage.

we definitely should have put about 15 feet of fill in New Orleans when we had the chance after Katrina. But N.O. is about the only place in the U.S. where the build on top of the ruble bullshit would make any sense.

probably more than half the bay side canal homes in ocean city were built on any kind of fill they could find

The Mississippi river brings millions of tons of sediment that were deposited by floodwaters until levees were built to stop the floods. That dirt debris was a huge value to agriculture, and the continual annual deposits kept the land in the floodplain above water. Now most of the sediment flows into the Gulf.
