Trump let the state governors do what they felt was best.

Cuomo bad mouthed Trump policy of halting travel from China. Predictably called Trump racist and called the Covid "The European Virus". Trump gave Cuomo hospital ships and funding he asked for. Cuomo also sent infected senior citizens into nursing homes for convalescent care.
