Peter probably said "paypal me $40 and I will build you a house." This guy took the bait. Next time , dude, send your money via western union to a person/address in Lagos, Nigeria when a email asks you to. Far less chance of getting swindled if it is an international transaction.

You can do a search by state and person's name, or all states if you don't know where they live. I did a quick search for Peter and it pulled up a few addresses, some phone #s.
