Pelosi, and the government workers working under her, is known to the UN to be causing a human rights problem: homeless un-attended defecating on streets. lucrative government contracts went out to "clean up streets" but not solve any problems (the immigration policy unchanged, the housing policy unchanged, denizen senior citizens having some right to actually be in the town (unlike foreign state pelosi): on the streets).
