details are sketchy. a construction company performed a planned explosion which "destroyed 3 nearby apartments and damaged 3 others". it's pretty obvious from the image that 3 apartments have significant structural damage that would extend (esp if repairing) to both sides so that's at least 9 apartments "totaled"
the apartment building is said to be "next to a construction site" (the construction site, what construction, the purpose of the planned blast cannot be found in today's news)
The apartment building was not evacuated before the blast, despite it's potential danger if things went wrong (which they did).
