Where did that assertion come from? The code you are referencing was drafted and partially implemented in 2006, and fully submitted and implemented in 2012.
Also, in the code, there is no specific statutory authority for special agents of the IRS to carry firearms. The General Counsel, Department of the Treasury, had concluded that no specific authority is necessary because "where if a Federal officer has authority to make an arrest, he/she has implied authority to carry firearms."
Authority for special agents to make arrests is contained in 26 USC ยง7608(b).
