Why do I have to "bid" for government bonds?

I wanted to buy some savings bonds to diversify the portfolio, and just to get in the habit of saving, but I after doing research, I learned I had to go to the treasury website, register and bid with others for the bonds. Is this new? I thought all you had to do was just go to the bank and buy them there. And they are doing away with paper bonds as well, to "cut costs". There isn't any feeling like knowing you have a paper bond in the safe.

It is a relatively new way. It generates more revenue in the long run.

what is the future value if they rape pension funds (meaning bonds will not be paid) ?

what is the future value compared to investing in profit making companies ?
