In fact, Medicaid funding continues to go up. The proposal is not a "cut" in anyone's terms other than Washington's. It reduces the rate of growth and changes the funding source over time.

If inflation is 2% and you get a 1% increase in pay you essentially got a pay cut

So how are they paying for the tax cuts?

No you didn't get a "pay cut." Your pay increased. "Essentially" isn't actually.
Likewise, if you get a 3% raise the costs for your food/housing/anything else doesn't go down on that basis. In both cases, the real value of your pay is independent of the absolute pay itself.

But it's worse in the case of government-speak, as the county demonstrates every year when the school board submits its dream budget request and then characterizes any shortfall from that which is eventually approved by the BOS as "cuts."

If a "tax cut" reduces the tax that you pay, then it would be a cut. As above, would you call a tax plan which raised sales taxes 2% instead of a proposed 3% a "tax cut?" No.
