An effort to expand the use of medical marijuana in Virginia stalled in the General Assembly, but groups that want to reform the state's marijuana laws say they have made major progress in 2017.
"This is certainly a watershed year for marijuana policy reform in Virginia," said Jenn Michelle Pedini, the executive director of the group Virginia NORML. "What we will see is the birth of the regulated marijuana industry in the Commonwealth."
Legislation that would have allowed the use of cannabis oil to treat more than a dozen disorders died in a House of Delegates subcommittee. State law currently authorizes its use for the treatment of severe epilepsy.
But a bill that establishes a permitting process for producers of cannabis oil, did win approval from both the House and Senate. And it's now waiting for the signature of Governor Terry McAuliffe.
"To the general public these may look like baby steps," Pedini told WDBJ7 in a telephone interview, "but for those working on policy, these are huge steps forward."
One of the most important developments Pedini said is the request from a leading Republican in the Virginia Senate for a state crime commission study of decriminalization.
"Having the Senate Majority Leader side with this issue has been fantastic," she said. "We've seen Lieutenant Governor Northam make very clear his position to support a full medical marijuana program and the decriminalization of marijuana. And of course this has now been thrust front and center into the Governor's race."
Ralph Northam isn't the only candidate for governor who supports efforts to ease the penalties for marijuana use.
Fellow Democrat Tom Perriello says he supports decriminalization. Republicans Corey Stewart and Denver Riggleman have made similar statements.
