Arrest ticket search question

So I like this guy and I searched him in the arrest search up there and he has thing where first is its POSS.OF CONTROLLED SUBSTANCE (felony) but then it finishes with a DIS.LIC PLT/DEC.ISSUED ANOTHER (misdemeanor). I know it's a drugs thing but what does the last part mean? And it's more serious than pot if it's a felony right?

Sounds to me like a failure to display license plate or a plate issued by another jurisdiction. Something to do with a license plate. At least it isn't a window tint violation.
