Mexico has slaughtered whole towns (FFU has article) and in politics killing candidates and claims at voting time "they will work with Texas to eliminate Cartels". I personally didn't take that as anything but puffery platforming - claiming they would remove a problem that didn't really exist (that cartels weren't actually trying to take over Mexico)
what may not be obvious here is if they are voting to REMOVE VOTING and be an old world Parliamentary system (ie, which nuclear Pakistan still has), that it's probably been that way for decades and they are no longer able to keep the fact voting is cheated, candidates are snipered, a secret.
the public is probably aware voting no longer matters and that candidates are murdered or the "Congress" wouldn't admit they are a Parliament not a republic

* judges and law are composed of power families that are rich off of government
* these same people have connections with drug cartels or rather don't mind making money selling drugs to USA's kids
these are both things the "ruling party" has been denying hotly - even imprisoning people - to keep quiet
and now they are "admitting it" - but why would they admit it ?
probably because they see a chance, if there is more elections, they will loose power that they've held for decades or because the public no longer believes elections aren't cheated and no longer believe telemundo
