The Department of State is announcing a reward offer under the Transnational Organized Crime Rewards Program (TOCRP) of up to $1 million for dual Russian-Swiss national Vladislav Osipov for information leading to his arrest and/or conviction for participating in, conspiring to participate in, or attempting to participate in transnational organized crime.
This reward announcement follows a 17-count superseding criminal indictment unsealed today in the District of Columbia charging Osipov with bank fraud.
Osipov allegedly served in senior positions in multiple companies belonging to or controlled by Viktor Vekselberg, who was re-designated by OFAC in March 2022 pursuant to Executive Order 14024. At that time, OFAC identified a luxury yacht named Tango, a Vekselberg asset, as blocked property pursuant to the Executive Order. U.S. law enforcement investigations revealed Osipov was aware Vekselberg owned the Tango. The investigation identified Osipov and others conspired to operate the Tango as a luxury yacht for Vekselberg in violation of U.S. law since 2018.
