What the Minneapolis Mayor called for was that the officers be charged and prosecuted as they would certainly have been if they were anyone other than police officers.

If the case goes to trial the prosecution would be required to prove that the officers were guilty beyond a reasonable doubt to convict, the same standard as prosecutors would be required to meet for civilians. The difference is that by applying different standards in deciding whether to arrest and prosecute, a police officer won't even have to go to trial or even be arrested while a civilian would.

In homicides the bar for arrest and prosecution is low. If the killer can be clearly identified and if it is not clear that the killing was justified, then the killer can be arrested and indicted and the case can proceed to trial. If the killer is a police officer in many jurisdictions the standard isn't whether it is not clear that the killing was justified. The standard is instead whether it is clear that the killing was not justified. In criminal law the biggest wins are not getting not guilty verdicts at trial. Its better to get the charges dismissed before even going to trial. The best outcome is not to have your client charged in the first place.
