Found it on/near the W&OD. It's locked. All it ever did was sound a wake up alarm at 0600.

Put up a piece of paper where you found it with the words "To the person who lost their phone here - Please call it and we will discuss how I can return it to you."

Unless it's so bricked you can't even answer a call on it.
