One thing this means for DPR LPR the region is that as a military base region there will be military spending and military families living about.

It's a good question of all those evacuated will return.
There's another thing of interest in the area and that is (rusting) businesses that are likely food processing, military, or oil&gas, shipping related. They are either dysfunctional or military they are un-labeled. They may still contain russian tools and hardware.
The areas are growing cities with sub-urbs surrounded by farming fields. Infact - if russia over-populates the areas they could well be populating the same land that feeds them - resulting in a need to import food from, say, germany.
