Before Bill Clinton - you "WEREN'T ALLOWED TO BE RICH" if you were a government worker. You weren't supposed to have enough excess money to become super wealthy.

(unless you could prove you'd been moonlighting as a stock trader? HOWEVER MOONLIGHTING WAS NOT ALLOWED back then. If you had a "second gig" you had to quit your government job.
