I've tried to access DCUM several times from the four different devices I use to surf the net. I haven't been able to post there since the last times I trolled the site. Can Jeff block IP addresses?

Most websites can block by IP address.
You need to go somewhere else with free wi-fi like Starbucks or the library.
Better yet, go to the Starbucks and libraries in the most libtard parts of DC. Then Jeff will block those IP addresses and the regular users of DCUM will not have access to his website, thus forcing him to decide whether to unban those IP addresses to keep his regulars happy or retain the ban to keep you out.
