With all the billions being spent on national security why we do not have any security?

Billions of dollars are being spent on the name of national security and citizens have lost most of their constitutional rights. Yet mass shootings are happening so frequently as well as homicides , not to mention the capital insurrection, which the spy agencies charge with national security did nothing to stop. Now they are asking the public's help to find the suspects after the rioters did what they wanted.thats because the spy agencies are too busy harassing innocent people for views they do not like plus their psychological warfare programs to do any thing to stop the real criminals
