What a load of shit.
The guy was convicted of vehicular manslaughter, not murder. He should not have even been charged with murder. Grieving family and questionable immigration status aside his actions up to hitting the kids did not justify the charge. Even manslaughter would have been questionable if the guy had stayed at the scene of the accident.
The reason he's up for parole so early is because he was convicted of a nonviolent felony. In states that have super early release prisoners rarely are released the first time. The early release process is a mechanism for the state to cull the overcrowded prisoner population, and it creates an incentive for prisoners to behave while in jail. With good behavior the guy will probably be released at his third parole hearing. That will be about 7-8 years in jail. That is close to the 46% average of maximum sentence imposed that most prisoners serve.
