no one under 17 is allowed without an adult between 5 pm and 6 am.

National Harbor is filled with Nogs and anyone who knows better avoids it anyway. Nobody cares if the PG nogs kill each other or get the 'rona and die. It just leaves less criminals to cross the river and terrorize VA.
