I believe Patton said that before his men had to fight their way through the defenses near the Franco-German border, taking heavy losses from an inferior opponent.

The real lesson wasn't that fixed fortifications were a waste. The lesson was that it was a waste to invest in fixed fortifications if there was no intent to properly man them. Whether we are talking about the Great Wall of China, the Maginot Line or Trump's border wall, the defenders still need to have an adequate amount of boots on the ground.
