I think OP's point is that America shouldn't be paying people to have kids. How about $418 no matter how many kids they have? Maybe this will reduce the number of kids on welfare.

We actually need to start paying people to have kids. We soon won’t have enough people to pay taxes or prop up programs like social security or Medicare. We’ll have to rely more on mass immigration.

Oh, I know what his point was. But that ship has sailed long ago. The system is majorly fucked up, I agree. But it is what it is and the kids should not be made pawns in the stupid game that is American politics.

Niggers were "bread by democrats" using welfare to outvote republicans.
There were many cases of black women caught starving and or killing kids they birthed to get the welfare money (used for drugs or luxuries). there wasn't one case it was a endless stream of cases
